VIJAY KRANTI / NEW DELHI / PEKIN / HIMALAYAS : Les manipulations pékinoises ne sont pas vraiment du goût de NEW DELHI.

L’INDE DOIT SE RÉVEILLER ET AGIR EN ACTEUR PROACTIF FACE À LA POSITION AGRESSIVE DE LA CHINE CONCERNANT LA RÉINCARNATION DU DALAI-LAMA.

Hier, j’ai été invité par le Centre d’études interarmées sur la guerre (CENJOWS), un groupe de réflexion du ministère de la Défense, à présenter une conférence intitulée « LA CHINE ET LA RÉINCARNATION DU DALAI-LAMA » devant ses membres et chercheurs.

Cette question a pris une importance internationale considérable suite aux déclarations du président chinois Xi Jinping et à son affirmation catégorique selon laquelle seul le Parti communiste chinois (PCC) a le droit de rechercher, de certifier et d’introniser la prochaine réincarnation du dalaï-lama après son décès.

Outre la présentation d’une heure, ce fut une expérience enrichissante d’échanges avec un public composé d’officiers supérieurs, d’experts et de chercheurs du ministère de la Défense.

Il est intéressant de noter que, suite aux positions agressives de la Chine sur cette question, le Congrès américain a adopté des résolutions bipartites visant à promulguer une nouvelle loi obligeant tous les futurs présidents américains à s’opposer à la Chine si celle-ci tente d’influencer le processus de désignation et d’intronisation du prochain dalaï-lama.

Un autre point important de ma présentation portait sur le sort de la région himalayenne indienne si la Chine parvenait à imposer son choix comme prochain dalaï-lama.

Étant donné que l’ensemble de la région himalayenne, longue de 4 000 km et située à la frontière des États indiens du Ladakh, de l’Himachal Pradesh, de l’Uttarakhand, du Sikkim, du Bengale-Occidental, de l’Arunachal Pradesh, du Népal et du Bhoutan, est majoritairement bouddhiste et abrite ses gourous et monastères principaux au Tibet occupé par la Chine, ces régions seraient gravement exposées aux manipulations et ingérences chinoises si le dalaï-lama tombait sous le contrôle et l’autorité de la Chine.

J’espère que le gouvernement indien prendra bientôt conscience de l’importance de cette question et adoptera une attitude proactive en tant qu’acteur majeur.

Yesterday I was invited by the Centre for Joint Warfare Studies (CENJOWS), a think-tank of the Ministry of Defence to make a presentation on “CHINA AND DALAI LAMA’S REINCARNATION” before its members and researchers.

This issue has attained great international significance following Chinese President Xi Jinping’s announcements and aggressive assertion that only the Chinese Communist Party (CCP) has the right to search, certify and install the next boy reincarnation of the present Dalai Lama after his demise.

Besides making an hour long presentation it was an enriching experience of interaction with the audience who included senior officers, experts and researchers from the Ministry of Defence.

It is interesting to note that following China’s aggressive postures on this issue the American Congress has passed bipartisan resolutions to make a new law which makes it obligatory for all future US Presidents to challenge China if it attempts to influence the process of finding and installing next Dalai Lama. Another interesting part of my presentation was about the fate of Indian Himalayan region if China succeeds in installing the next Dalai Lama of its choice.

Since the entire 4000 km long Himalayan region in the bordering areas of Indian states of Ladakh, Himachal, Uttarakhand, Sikkim, West Bengal, Arunachal and Nepal and Bhutan are predominantly Buddhist and have their root Gurus and monasteries inside Chinese occupied Tibet, these regions will be severely exposed to Chinese manipulations and interference in the event of the Dalai Lame being under Chinese control and command.

I hope the Indian government will soon realize the importance of this issue and will adopt a pro-active role as a serious stakeholder.
